IPDC Support for Press Law Reform in Cape Verde

The International Programme for the Development of Communication (IPDC), in cooperation with the government and media professionals, is contributing to the revision of Cape Verde press laws through a project which exemplifies the country at the forefront of efforts to promote freedom of expression.
The government of Cape Verde through its directorate for social communication signed a cooperation agreement with UNESCO for the preparation and revision of media laws as well as for the publication of a new social communication code for the country.
IPDC financed the modification of legal texts. These have been published in the official gazette to inform the public about the new legislation, which specifically concerns decrees governing:
In this context, the various programmes implemented by the government give priority to regulation in the social communication sector in order to guarantee pluralism and encourage the establishment of good governance.
Cooperation with UNESCO concerns not only legislation revision, but also the training of technicians working in social communication media and companies. It will also cover marketing with emphasis on the theme of: ‘How to sell advertising’. Training is intended mainly for technicians from all Cape Verde islands and will be conducted by a expert coming from Paris.
The Social Communication directorate also received UNESCO funding a few years ago to set up the ‘Felix Monteiro’ Press Centre which was inaugurated in 2002 at the‘Ildo Lobo’ Culture Palace.

- the establishment of private media;
- press cards and the Commission for the issuance of professional press cards;
- acquisition, renewal, suspension and expiration of press cards;
- conditions regulating entry to, and the practice of, television operation;
- training courses for professional journalists;
- register of companies and social communication media, and;
- open exam for private television operation.
