Guidelines on Election Coverage Published in the framework of a UNESCO Project
In the framework of its project “Strengthening democracy and good governance through media development in the Democratic Republic of the Congo” and in the view of up-coming elections in DRC, UNESCO, with the help of Belgian government, puts at the disposal of professional media two publications in French on journalistic coverage during an election period.
The first publication is a manual on election reporting for journalists. It has been prepared by the Institute for Media, Policy and Civil Society (IMPACS) and International Media Support (IMS) and provides a compilation of useful techniques. Written in a simple manner to facilitate the understanding, it targets both young and experimented journalists wishing to improve their skills in election reporting.

The second document, whish has been prepared by the Article 19, is a compilation of guidelines on election coverage by audiovisual media in countries in transition towards democracy. They concern rules and practices applied to the coverage of election campaigns by radio and television. These guidelines have been inspired by international standards and best practices in this domain and define the goal that has to be reached by all the countries organizing elections.

The experience clearly shows that elections can be a key element either in conflict resolution or escalation. Therefore, free and fair elections are essential for democracy consolidation and conflict prevention. The role and professionalism of media are crucial during such periods.
